Trader loot is more specialized per trader, as is already planned. But they also have less inventory overall - say, a quarter of what they have now. And it's more closely aligned with your loot stage - not in lock step, but how much better a trader's stock is over what you can loot is at least controlled.

PC. Me and a friend started a server a few days ago (v19.4). We started doing quests to get new traders, but every single quest was burried supplies. I've seen two Trader Joels fall through his treehouse floor to the ground below right after I "talked" to him (entered his options menu, the one you get to select trade or quests), and found two admin-spawned traders right beside each other on the ground below the room the admin had placed them in (did see them fall through floor, just found them).
Right now, spawn points can be really far from a starting trader. If you want to allow this, I think there should be an option when creating a RWG map to either keep spawn points within something like 750m from a trader or to allow for a larger distance.
